The overall purpose of the consultancy service is to design and implement a Transformation, Communication and Change Management Programme that addresses all change management issues and ensures a proper transition of clean and uninterrupted services from the Botswana Training Authority (BOTA), Tertiary Education Council (TEC), Labour Market Observatory & Manpower Planning Unit (LMO/MPU) to the Human Resource Development Council (HRDC), and minimize overall change resistance by staff and stakeholders.  The project must also transfer sufficient skills and develop capability to sustain the changes and continually develop and improve the new organization.
